Arnona (municipal tax) discount for new olim

Official English pages are published by municipalities. Jerusalem has a dedicated "Discount for New Olim" page. Jerusalem Municipality says a new oleh or olah is eligible starting from the day of registration in the Population Registry as a new oleh or olah according to the Law of Return. The person is eligible for one year out of the two years during which he or she is designated as a new oleh or olah. An oleh registered on the immigrant certificate as "not an oleh according to the Law of Return" is not entitled to a property tax discount. You must register at the Ministry of Interior as a resident of Jerusalem.

Jerusalem asks for the immigrant's certificate (Teudat Oleh). The oleh must present the certificate so it can be stamped, then submit a copy. If relevant, submit confirmation of having lived in an ulpan or community center to show the discount was not used, and confirmation from a previous Israeli local authority of partial use or no use. If the bill is not in the name of the person requesting the discount, submit a rent or purchase contract to change the name. State the number of flatmates. If the oleh lives with additional family members, the discount is given for his or her relative part of the apartment area.
