First steps after aliyah

6 tasks · Updated

In brief

If you enter Israel on an Oleh visa, Ministry of Aliyah and Integration staff meet you at the airport, complete initial registration, and give you the first documents you will need. After that, keep those documents with you, register with a health fund, open a bank account, and give the account details to the Ministry so later assistance can be transferred.

Tasks

The Ministry of Aliyah and Integration says staff meet people who enter on an Oleh visa, accompany them through passport control, and take them to the Ministry offices at the airport for initial registration. This is where the absorption process begins.

Rights Guide for New Olim (gov.il)

The official rights guide lists these airport documents: an Oleh certificate or certificate of eligibility, an identity card (Teudat Zehut), a population registry appendix (Sefach), a form to open a bank account, and a health fund registration confirmation. The Ministry also states that you should have your new Oleh certificate with you when you apply for assistance from the Ministry, banks, government offices, the National Insurance Institute, the local authority, and a health fund.

New Oleh Certificate (gov.il)

The Ministry says you can register for a health fund of your choice at the Ministry office at Ben Gurion Airport, later at a post office branch, or through the National Insurance Institute website. After registration, go to the health fund to complete the procedure and receive a temporary membership card. Registration is the new immigrant's responsibility.

Health fund registration in the rights guide (gov.il)

The Ministry's first-days guide says opening an account lets you deposit airport assistance and lets the Ministry transfer later assistance. The Ministry also gives the account details to the National Insurance Institute for any assistance you may be entitled to. The bank clerk must sign the Ministry form for opening a bank account, and you must bring the signed form to the Ministry. You can also provide or update account details through the personal account (ezor ishi). The Ministry notes that the first state payments may be returned if the account is inactive, and that making a deposit (even a small one) helps prevent that.

The First Days in Israel (gov.il)

The official service page says new olim and returning residents can use the personal area to see assistance and payments, send inquiries to an integration counselor, and update information. Entrance requires 2 of these 4 documents: Teudat Oleh, an activated Israeli ID card, an Israeli credit card in your name, or an Israeli passport. Integration counselors can help you create the account for the first time.

New Olim personal account (gov.il)

The rights guide says the Ministry arranges transportation from the airport to your first place of residence in Israel. If you already have arrangements through the Jewish Agency, you are taken to that destination.

Do not forget

  • If you lose the new Oleh certificate, the Ministry says you must go to a Ministry office and sign a statement so a copy can be issued.
  • Notify the Ministry as soon as possible of changes such as name, marriage, divorce, or adding a child to the certificate.
  • Check the official Ministry pages for current assistance amounts. This page does not list payment sums.
